Dominion Government and Westminster continue to pursue policies of
appeasement regarding Coughlan's rhetoric. (And that of the Dakotan
and Cascadian governments.)

States
Congress passes a law that states English is the only official
language of the Federal Government. The social discontent that had
been plaguing Cuba breaks out into massive uprisings. It is the straw
that breaks the camel's back.
Later in the year, the Democratic Candidate Harry S. Truman gains the
majority of the Electoral Votes, defeating the Republican Incumbent
James S. Davis.
Mexico
Secretly the Mexican government considers supporting the Cuban
uprising. However, most of them are more concerned about the rhetoric
coming out of TUNA...
Europe
At Westminster, the Government continues to pursue it's policy of
appeasement. There is a diplomatic crisis when Germany annexes
Kosice-Preslov, but war doesn't result.
The French Government ramps up preparations for a war that some see
is inevitable.
A 'Referendum' in Kosice-Preslov turns out to be in favour of
annexation by Germany. German troops move in immediately. Heidler
and his supporters are growing in confidence.
The same can be said of the Polish Government, with Casimir III
ordering the production of more Anti-Russian propaganda for
broadcast.
Asia
Iran prepares for the invasions of Israel and India in the next year.
