“Where is Felicia?” Sabir asked a minute later. He
wondered if she had wandered off without them and possibly required rescue.
“She's still in the TARDIS,” Jia'hale added. “She was
lingering in the console room in a thoughtful mood.”
“We'll wait a little longer,” the Doctor decided. “Then
I'll go back and ask if she wants to come. It wouldn't be the first time
someone stayed behind.”
They waited a little longer.

Europe
After years of increasing tensions and increasing output
of propaganda, Heidler finally declares war on France, the Netherlands, Denmark
and Hungary on a trumped up casus belli. It may have been a French
observation balloon accidentally crossing the border that set off the War in
Europe, but German forces had been ready for weeks...
The French and Hungarians were prepared, but that doesn't
mean that the Dutch and Danes were.
Even so, the German forces are able to capture more than
half of Hungary, with the government fleeing to Szeged as Budapest fell.
Of course, Poland and it's puppets declare war on Russia
almost immediately.
